The Center for Advancement in Restoration and Modernization Capacity (CARMC) was established at the initiative of the Cabinet of Ministers of Ukraine and the Kyiv School of Economics (KSE Institute), with support from the World Bank.
The core mission of CARMC is to enhance Ukraine’s capacity for effective recovery by equipping professionals engaged in reconstruction processes with the necessary knowledge and skills, and by building a strong professional community. The project is aimed at strengthening the capacity of national authorities, local governments, and civil society organizations to implement recovery initiatives with a focus on innovation, transparency, efficiency, and coordination.
An main objective of the project is to promote learning and application of the Public Investment Management (PIM) system, as established by the Government of Ukraine.
The project is also recognized under the symbolic title I_CAN (Interinstitutional Capacity Nurturing), reflecting the ability of public institutions, executive authorities, local governments, and communities to design, submit, assess, and implement recovery projects, and to manage the full Public Investment Management (PIM) cycle.
The CARMC Project is implemented under the Grant Agreement (URTF Grant No. TF0C4831) signed on May 7, 2024, between the KSE Institute and the International Bank for Reconstruction and Development and the International Development Association (World Bank), acting as administrators of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund (URTF).
The project was extended until June 30, 2028, in accordance with Amendment No. 1 to the Grant Agreement dated April 29, 2025.
Key Milestones
? The official launch of CARMC took place on November 9, 2023, with the participation of the Prime Minister of Ukraine Denys Shmyhal, the Deputy Prime Minister for Restoration – Minister for Communities, Territories and Infrastructure Development, the Head of the World Bank Office in Ukraine, the World Bank Vice President for the Europe and Central Asia Region, the President of KSE, senior government officials, and representatives of international financial institutions.
