KSE policy seminar “Financial management in United Territorial Communities: the main problems and solutions”
Description
Decentralization is one of the most important reforms in Ukraine which provided the opportunity to increase budgets and delegated a wide range of new powers for those villages, towns and cities which decided to merge into united territorial communities (UTCs).
Which problems do UTSc face in their financial activity, do they adhere to the legislation, and the main issue – do they have the capacity to implement functions which they took on – these questions were in the focus of a complex evaluation of 50 communities that take part in the DOBRE project (USAID).
This presentation touches upon such aspects of financial management of communities as cash flow management, procurement, revenue collection, administering of taxes and duties, accounting, budget implementation, asset management, budget formation, as well as usage of data and citizen engagement into the budget process.
