KSE policy seminar “An Evaluation Of Decentralization Impact On Transparency And Efficiency Of Public Expenditures”

In April 2014 Ukrainian government started a systemic decentralization reform which implied transferring significant part of resources and powers to local self-governing bodies.
Simultaneously, the public procurement reform began. Since August 2016 the majority of public purchases should be announced and completed via the e-procurement system ProZorro. The new system implies increased transparency and efficiency of public procurement. However, it does not cover the entire procurement cycle – it facilitates only tendering stage whereas planning and implementation of contracts largely remain outside of the system.
The purpose of this research is comparison of efficiency of use of public funds for procurement by United Territorial Communities, raion state administrations and non-united communities.
