The course is aimed at the development of policy evaluation skills. We will examine what evidence-based policy is and what approaches can be used to measure the implications of public policy implementation. The theoretical part of the course will introduce the foundational concepts of policy evaluation, in particular, the theory of change, impact, intervention, etc. The students will learn the main principles and instruments of policy evaluation. The practical part of the course will be focused on mastering the skills of conducting evidence-based policy evaluation. We will learn how the randomized control trial – the “gold standard” of policy evaluation – works. We will also study various methods of policy evaluation: matching, difference in difference, regression discontinuity design, instrumental variable. We will master the application of these methods in R.
