KSE Institute will hold a public lecture on the dynamics of Russian oil exports and sanctions violations

4 December 2023

KSE Institute invites you to a public lecture “Unveiling the Shadows: Russian Oil Export Dynamics“, which will be held online on December 7, 2023, at 19:00 (Kyiv time) | 12:00 (Washington DC) | 18:00 (Brussels). In addition to the latest research data on Russia’s exports and revenues, the key topics for discussion will include ways to circumvent and violate existing restrictions used by Russia and the necessary steps to strengthen sanctions.

According to a study by the KSE Institute, in October 2023, revenues from Russian oil exports reached $18.3 billion. The Russian Federation exports 99% of its oil by sea, in violation of the price cap of $60/barrel. At the same time, the average price of Urals FOB in the Baltic and Black Seas is $77/barrel and $79/barrel, respectively. FOB ESPO, on average, costs even more at $84/barrel.

KSE Institute experts will present the results of their research on the dynamics of Russian oil exports, as well as focus on price limit violations, increased supply volumes, Russia’s reduced dependence on Western services, and the growth of the shadow fleet. In addition, the steps necessary to strengthen the sanctions regime and monitor its compliance will be presented.

Speakers of the discussion:

• Natalia Shapoval, Chairman of the KSE Institute

• Borys Dodonov, Head of the Center for Energy and Climate Research at KSE Institute

• Anatoliy Kravtsev, Researcher at KSE Institute

The presentation of the research results will be followed by a Q&A session.
