Sanctions Hub of Excellence

Center for Geoeconomics and Resilience

The Sanctions Hub of Excellence represents pillar one of KSE Institute’s Center for Geoeconomics and Resilience and is dedicated to the research of topics related to sanctions imposed on Russia in response to its invasion of Ukraine and their impact. The work encompasses, among other issues, measures taken in the areas of energy, finance, and technology. For pillar two, the Macro Intelligence Hub, see here.

 

The center was established in October 2025 and is funded by the Government of Denmark.

The Sanctions Hub of Excellence builds on KSE Institute’s extensive expertise on the topic of economic statecraft. Since the beginning of Russia’s full-scale invasion, the Institute has been actively cooperating with the Government of Ukraine and international partners in the assessment of the impact of sanctions and development of additional measures to maximize their effect and bring the war to an end.

 

KSE Institute is also an active contributor to the International Working Group on Russian Sanctions, a forum of independent, international experts established in April 2022 by Michael McFaul and Andriy Yermak, former Head of the Office of the President of Ukraine.

Russia Chartbook

 

The monthly Russia Chartbook provides a comprehensive assessment of the state of the Russian economy across key sectors as well as the impact of sanctions, covering economic activity, external dynamics, the budget, inflation, and the financial system, with a specific focus on oil and gas exports and revenues.

Russian Oil Tracker

 

The monthly Russian Oil Tracker analyzes Russia’s exports of crude oil and petroleum products, which are critical for macroeconomic stability and the budget. The reports track developments with regard to the sellers and buyers of Russian oil, as well as the modalities of shipments, including shadow fleet activity.
