Collaboration with the Ministry of Reconstruction on new GIS

A notable contribution from the Center’s experts has been in the development and discussion of a comprehensive geographic information system (GIS) for monitoring and evaluation of regional development, in collaboration with the Ministry of Reconstruction with the support of the World Bank.

This advanced system is designed to equip authorities with up-to-date, accurate data, essential for making informed decisions regarding the recovery and development of hromadas and regions. The team from the Center has been instrumental in developing the design of this system.

The team has also been deeply involved in selecting and defining the indicators that are used for monitoring and evaluation, ensuring that these indicators are relevant, measurable, and capable of providing a clear picture of progress and areas needing attention. A methodology for calculating indices for monitoring the development of communities and regions was also developed by the team. We selected indicators from state strategic documents (both general and sectoral), legislative acts, monitoring indicators of regional development of the European Union, passports of budget programs of state and local significance, and development strategies of individual territorial communities that were grouped into seven blocks according to the main areas of community activity: economy, education, housing and communal services, transportation, security, healthcare, and environment. Based on expert surveys, key indicators were selected for each sphere, and composite indices were calculated for each sphere. The system has already been presented at several events of the Ministry of Reconstruction and is planned to be launched in 2024.
