Biography
Kostiantyn leads the Education in Emergency Research Center and oversees the development of research and analytics to support evidence-based education policy with a focus on education in crisis and recovery. He holds an MA in Public Governance and Administration and a BA in Political Science from the National University of Kyiv-Mohyla Academy, as well as a BA in Law from the University of the State Fiscal Service of Ukraine.
His expertise and previous experience cover education reforms and education governance at national and local levels, public policy development, decentralization reform and local self-government, and local public finance and fiscal decentralization. He has also worked on transparency, accountability, and integrity in the public sector, public financial control and audit, applied research, stakeholder coordination, and citizen engagement in decision-making processes.
