A shortage of skilled workers is a serious issue for many sectors of the economy. Since the start of the full-scale war, demand has increased for workers with vocational education, while at the same time, the number of students enrolling in vocational institutions has decreased. The Center’s research focuses on improving the quality of vocational education and enhancing its alignment with business needs.
Projects:
Development of a methodology for calculating the cost of educational services in the field of vocational education
This research was carried out between April and December 2024 as part of the Swiss-Ukrainian DECIDE project at the request of the Ministry of Education and Science of Ukraine.
The methodology is currently under review by central executive authorities. Research materials are available upon request.
Research on the state of dual education in vocational institutions (VET schools)
Ukraine’s dual education reform began in 2018 with the goal of strengthening ties between businesses and vocational institutions (VET). The model – 30% theory and 70% practice – originates from Germany and has spread across many European countries, integrating businesses into vocational education.
Unfortunately, dual education remains rare in Ukraine. According to the Ministry of Education and Science, in 2024 only 5,000 students chose this format, and none in the Chernivtsi region
The research has two main objectives:
• To describe current challenges of dual education in vocational institutions
• To propose approaches for scaling up dual education in VET schools
This study was initiated at the request of the Ministry of Education and Science of Ukraine and is expected to be available by the end of May.
