How to deal with different future Russias?

Description

We often hear from our Ukrainian friends that “the West does not understand Russia the way we do and should listen more to us”. On October 28th, this is precisely what we will come over to do. We hope we can count on your presence and input.

The Hague Centre for Strategic Studies (HCSS), a small Dutch think tank and the Georgia Institute of Technology (Georgia Tech), a large US public university are running a 2-year research project called ‘RuBase’, in which we are building a knowledge base with insights on Russia’s international behavior. Participants in the meeting will receive more information on the project. For the final part of this project, the RuBase team is teaming up with KSE StratBase – a new center at the Kyiv School of Economics that intends to leverage data science to inform and improve foreign, security and defense policy – to co-organize a ‘design session’ on Russia.

The aim of this session is to draw on your expertise and creativity to identify, stress-test and prioritize promising actionable policy options for contending with various future Russias. Design sessions are inspired by what is known as Open Space Technology. They differ from more traditional events in that they do not have any formal presentations other than introductory remarks – which in our case will be provided by US Gen. Philip M. Breedlove (USAF, Ret.), former Supreme Allied Commander Europe of NATO and Commander of U.S. European Command.

The bulk of the afternoon will be devoted to ‘open’ sessions in which participants will interact with each other in fluid groups on different focus areas that will try to ‘design’ actionable policy options for dealing with alternative future scenarios for Russia. These options can be implemented at various levels of agency: our governments, but also our companies, NGOs, and other groups and individuals. Our RuBase/StratBase team will take notes about the (anonymous) ideas that emerge throughout the sessions

The final part of the meeting will consist of a collective discussion, followed by a plenary closing session chaired by Gen Breedlove.
