More than 500 global companies have fully left Russia — KSE Institute

In May–June 2025, nine more global corporations finalized their exit from Russia through business sales or liquidations. This brings the total number of foreign businesses that have left Russia in the fourth year of the full-scale invasion to over 500.
These findings are presented in the monitoring by KSE Institute as part of its project “SelfSanctions / LeaveRussia,” aimed at assessing the economic impact of foreign companies exiting the Russian market.
Swedish retail giant H&M completed the liquidation of its Russian operations. Japanese electronics manufacturer Toshiba also completed the liquidation of its assets. Austrian metallurgical company Voestalpine fully exited the Russian market through liquidation.
British energy solutions provider AGGREKO UK sold its assets to Russian company BurService with approval from the Russian government. Similarly, German paint manufacturer Caparol, Canadian hotel chain Four Seasons Hotels, German industrial services company Muehlhan, and Finnish heating systems manufacturer Purmo Group completed the sale of their businesses.
China’s largest mining company, Zijin Mining Group, announced its exit due to sanctions pressure, threatening the closure of the Kyzyl-Tashtyg mining complex in the Republic of Tuva. Swedish-Swiss electrical engineering and power equipment company ABB received approval to sell its Russian business.
Meanwhile, KSE Institute downgraded the status of German property management company Apleona GmbH, which employed legal maneuvers by transferring its business to Egypt-based Delawar Investment Company, managed by its employee, and renaming it “Panelao” to obscure ties.
Additionally, Ukrainian companies Bayadera Group and Konti were assigned “exited” status, as the likelihood of recovering their confiscated assets is negligible.
As of early July, only 503 international companies (12%) have fully exited Russia. Nearly one-third (33.2% or 1,387 companies) have suspended operations or announced plans to withdraw. Meanwhile, 2,287 companies (54.8%) continue to operate in the Russian market.
