The Digital Transformation Activity, Transparency International Ukraine, Kyiv School of Economics signed a memorandum of cooperation with the State Audit Service. Over the next four years, we will assist the agency in improving business processes, automating them, and enhancing the professionalism of auditors.

Among other things, TI Ukraine in partnership with KSE will:

  • analyze the current business processes of the State Audit Service, identifying shortcomings and weak points;

  • propose the necessary amendments to regulations and work optimization options;

  • help introduce the internal electronic system of the agency’s operations, as well as strengthen digital security;

  • conduct training for the State Audit Service staff.

TI Ukraine has been working on improving public procurement for nearly eight years, monitoring them for violations. At the same time, the state requires an effective control body in this area, necessitating the improvement of the State Audit Service’s activities. With joint efforts, we aim to help it become a strong and capable body capable of effectively overseeing public fund expenditures,” says Ivan Lakhtionov, Deputy Executive Director of TI Ukraine for Innovative Projects.

TI Ukraine, KSE, and the Digital Transformation Activity will jointly establish a working group tasked with reforming the State Audit Service and finalizing the roadmap.

Our mission is to create an inclusive, transparent, and effective digital ecosystem, stimulate economic growth, and enhance administrative efficiency in Ukraine. That is why we continue to support the Ukrainian government in further improving procurement, with strengthening the quality of work at the State Audit Service being an important component of this process,emphasized Danylo Molchanov, Chief of Party of the Digital Transformation Activity.

Control in the field of public procurement is crucial for the effective use of taxpayers’ funds. It must meet modern requirements and conditions. The foundation of effective control lies not only in well-constructed internal business processes and the professionalism of the oversight body but also in the appropriate legal framework. Leveraging KSE’s multifaceted expertise, our team will work on updating the legal framework. This will help improve the quality of oversight and ensure its effectiveness and transparency, in line with international standards,” noted Nataliia Shapoval, Head of the KSE Institute.

For us, cooperation with reputable organizations has always been and remains important for further qualitative transformation of the State Audit Service. That is why we are interested in partnering with Transparency International Ukraine and the Kyiv School of Economics. I would like to thank TI Ukraine and its partners for their assistance in improving oversight of public finances. I am confident that our joint efforts will enhance the efficiency of auditors’ work, ensure more rigorous oversight of public fund usage, and promote the automation of various processes while strengthening digital security, which is crucial in today’s challenging circumstances,said Alla Basalaieva, Head of the State Audit Service of Ukraine.

The Digital Transformation Activity is implemented by the Eurasia Foundation with the financial support of the U.S. Government through the U.S. Agency for International Development (USAID) and the UK International Development (UK Dev).
