He headed the World Bank project “Issuing the state acts of land ownership in rural areas and development of cadastre system”, which resulted in the largest in Europe Ukrainian cadastral mapping of the country entire territory and created an information system of cadastre.

Mr Kubakh worked in state bodies of land resources till 2004 – holding various positions starting from an engineer of cadastre office to the chief of office of state land cadastre and registry of rights to land and immovable property of the State Committee of Ukraine for Land Resources.

Since the early 2000s he worked consistently with international financial institutions (the World Bank, USAID, IFC, FIDA CIDA, etc.), as a consultant on environment, land management and project management in the World Bank staff, he has worked in management positions of international projects for more than 10 years and has been a member of the working group on preparation of legislative and other normative acts in the sphere of land relations for more than 15 years. In 2015 Serhiy was a Secretary of the working group on land reform as part of comprehensive development of the Single Strategy and Action Plan for the development of agriculture and rural areas during 2015-20 years.

Serhiy Kubakh is qualified as a mining engineer surveyor and engineer-surveyor. Master of Laws. Master of Management of Social Development (Faculty of the senior executive of the National Academy of Public Administration under the President of Ukraine, 2006). Candidate of Science (Ph.D.) in speciality of geodesy, photogrammetry and cartography (2013).

Specialist of land cadastre and registry of rights to property, land management, geographic information systems and spatial data infrastructure.

Mr Kubakh is involved in monitoring the implementation of land relations, responsible for land law and land management, as well as the preparation of a pilot project to develop procedures for monitoring the use of agricultural land based on remote sensing methods in the Project.
