Welcome to the “Management of Public Finance” program, which is implemented by the Department of Public Policy and Governance of the Kyiv School of Economics with the support of the Governments of Sweden and Germany.
The program is a continuation of the School’s activities in the field of capacity building of civil servants working with public finances, launched in 2015. During this time, more than 180 people went through the training.
The goal of the program is not only to help program participants gain theoretical and practical knowledge of public policy analysis, public finance and governance, but also to create a strong community of like-minded professionals with shared values and beliefs that will consciously, purposefully and dynamically develop our country. Participants gain experience of teamwork and develop their own communication and presentation skills that will be useful in the process of their daily work.
Topics of study include the following areas:
- public policy analysis;
- policy monitoring and evaluation;
- quantitative and qualitative methods of data analysis;
- gender-oriented budgeting;
- budget process and application of the program-target approach;
- international aspects of taxation;
- ethics in the public sphere.
In order to carry out transformations in Ukraine, it is extremely important to pay attention to the professional development of ethical and professional civil servants who embody the changes that society so desperately needs.
Target audience:
- Civil servants;
- Faculty of higher education institutions involved in the training and retraining of civil servants
Course duration and format:
- 10 months
- 1 module per month on Fridays and Saturdays from 10:00 to 17:00 (for the period of quarantine restrictions due to a pandemic, training takes place online)
- The language of instruction is Ukrainian
Selection procedure:
- Stage I – submission of lists recommended for enrollment by government agencies (only for a group of civil servants) – June-early July
- Stage II – submission of resumes and motivation letters by faculty and civil servants for the initial selection for the program – July-early August
- Stage III – after evaluation of applications, interviews with short list candidates and enrollment in the program take place, as well as the announcement of selection results – end of August
Cost:
- Training in the program is free for participants thanks to the support of the Governments of Sweden and Germany
- Participants from the regions will be provided with tickets and hotel accommodation for the duration of the training
