Policy interventions that are often seen as ad hoc and sometimes as misuguided have, however, often precluded full utilization of this potential.<\/div>\n<div><\/div>\n<div>The presentation will use micro-data to address <b>three issues<\/b>. First, it will review recent trends in agricultural sector performance and productivity by farm size class. Second, it will explore the extent to which insecure property rights are an obstacle to long-term investment and optimimum performance.
